Anthony E. Gonsalves KC

Anthony’s transactional experience includes the following:

• Represented a consortium of local lenders and the administrative agent and security trustee in a US$48 million loan facility to a local statutory corporation for the development of a second cruise pier.
• Consultant to a regional central bank in the development of its money and capital markets programme. Anthony was involved in the creation of the regional Securities Act and in the preparation of the incorporation documents for the formation of the Eastern Caribbean Securities Exchange, the Eastern Caribbean Central Securities Registry and the Eastern Caribbean Central Securities Depository. He has advised extensively on the requirements of the Securities Act and related legislation in relation to multiple financing transactions, including local and foreign government debt transactions.
• Legal advisor to major international investment banks and financial institutions in various OECS securities transactions.
• Representing a division of the United States Government in financing transactions involving local government entities.
• Representing a hotel development company in relation to the then largest hotel condominium and golf course development, including land purchase, and government concessions negotiations.
• Representing regional companies in the formulation, presentation and negotiation of concession packages with Government for large scale housing and construction projects.
• Representing commercial banks and regional insurance houses in St. Kitts and Nevis.

Anthony has appeared before the High Court and Court of Appeal in a number of the jurisdiction’s notable cases over the past decade. He has also provided legal representation at commissions of inquiry, in extradition proceedings and in trust litigation matters. A selected few of the cases in which he has acted are:

Anthony has also appeared as counsel for a party in the Blom-Cooper Commission of Inquiry and the Professor Randolph Williams Commission of Inquiry.

Anthony was admitted to practice law in St.Kitts & Nevis in 1994 and subsequently in Trinidad & Tobago, Antigua & Barbuda, and Anguilla.

Anthony was the Federation’s state scholar in 1983.

He obtained his LL.B. with upper second class honours from the University of the West Indies in 1987. He was awarded the Thorne de la Bastide prize for best results in Constitutional law, was co-recipient of the Faculty Prize for best results in year I and the Faculty Prize for best results in Year 2.

Anthony attended the University of Cambridge on a Cambridge ODA scholarship and in 1998 he was awarded the LL.M. The subjects read included advance corporate and securities law.

He attended the Hugh Wooding Law School and was awarded the Legal Education Certificate of Merit, having attained A grades in all 11 subjects. He was also awarded the Council Prize for the Most Outstanding Year I student, the Book Specialist Prize for the First Outstanding Year One Student, the Council Prize for the most outstanding Year II student, the Council Prize for the Most Outstanding student over two years, the Chairman’s Prize for Best Performance in Status, Conveyancing and Office Management, the Book Specialist’s Prize for First Outstanding Year II student, co recipient of the Pelham Sloan Seale Memorial Prize for best performance in Conveyancing, the H. Aubrey Fraser Memorial Prize for best performance in Status and the Justice E. K. Roopnarine Memorial Prize for best performance in Status.

Anthony was admitted to the Status of Fellow of the Cambridge Commonwealth Society in 1990. He is also a trained mediator through the court connected mediation program.

Anthony is a past Chairman of the Disciplinary Committee of the St. Kitts and Nevis Bar Association and a past member of the Disciplinary Committee for the Montserrat Bar Association. He is also a past director of a publicly listed trading company, S. L. Horsford & Co. Ltd. Anthony is a former President, Vice President, Secretary and Treasurer of the St. Kitts and Nevis Bar Association, former Board Member and Legal Advisor to the Roman Catholic Schools Board in St. Kitts, former member of the Social Security Board and former President and Secretary of the St. Kitts Amateur Cycling Association.
